Sulfur Treatment/Relief Reduction
Project to collect, process, and dispose of refinery flare emissions. Added new flare to allow fexibility of turnaround scheduling and unit isolation. Reconfigured Flare Vapor Recovery compressors and multiple units to use refinery gas. Interconnected new and upgraded several units with existing refinery units.
Anvil provided full Engineering, Design, Procurement, and Field Construction Support services within the clients phased project execution process, including:
- Develop project package
- Develop TIC Estimates for each unit
- Complete engineering and detailed design
- Procure material and equipment
- Work with Client and Construction Contractor on construction planning

Low Sulfur Fuels
Expand an existing facility to add low sulfur diesel to its refinery products, while continuing to produce jet fuel, diesel, and kerosene at an Alaska facility. The project installed a DHT Unit, Hydrogen Plant, and Sulfur Recovery Unit.
Anvil completed the OSBL services required to integrate and install the new units into the existing refinery. We worked closely with the ISBL equipment engineers and fabricators. to coordinate the interfaces.
Anvil provided a multi-discipline effort to support the OSBL work, including Procurement, through project definition, execution, and construction.

Project Highlights

Ultra Low Sulfur Diesel
Install a new grassroots 18 kbpd Diesel Hydrotreater (DHDS) to meet required ultra low sulfur diesel specifications. The unit will treat 5,000 ppm high sulfur diesel to produce diesel with less than 15 ppm sulfur.
Anvil provided full Engineering, Design, and Construction Support services-from early conceptual design through startup, including:
- Conceptual engineering and cost estimating services
- Definition and detailed design services
- On-site Field Services during pre-turnaround, turnaround, and startup.
Anvil's OBL Scope
- Cooperate closely with IBL engineer
- Provide on-line blending and certification capability. Provide product piping logistics to allow the blender operators to manage three separate grades of diesel fuel.
- Install interconnecting piping to support unit installation.
- Modify the Sour Water Strippers to accommodate additional sour water.
- Provide DCS infrastructure to support new unit.

Gasoline Splitter
Project to split the cat-cracked gasoline into 2 products suitable for effective sulfur removal:
- Light cat gasoline, which is treated in a Mercaptan Extraction Unit
- Heavy cat gasoline, containing the majority of the combined sulfur, is desulfurized using a proprietary fixed bed catalytic process in a new Heavy Cat Gasoline (HCG) HDS Unit.
Anvil provided full engineering and design services for the project's design and construction phases. Additional services included:
- Procure equipment and long lead bulk materials
- Develop a quantity-based funding estimate, divided by subsystems and disciplines, to compare and track actual to estimated materials.
- Track cost during the construction phase
Project Highlights
- Added new equipment to an existing process unit with limited space and highly loaded pipe racks.
- Fast-track turnaround project requiring construction work by contractors not familiar with the facility. To minimize construction work, Anvil issued several stand-alone subcontract document packages to support pre-turnaround and tie-in efforts.
- Project required close coordination between Anvil and the field contractors.
- Anvil developed procurement information, including RFQ documents, bid tabulations, and expediting, inspection, and field receiving procedures.
Gasoline Sulfur Reduction
Project to meet EPA Tier II regulations requiring a 30% reduction in overall gasoline sulfur content. Project exceeded sulfur reduction goal by reusing existing major equipment in an idle Second Stage Diesel Hydrotreater Unit (DHT-2), and adding new or reconfiguirng major equipment, piping, structures, and electrical sub-station with associated infrastructure.
